Running pipework up through an occupied house below the loft, rather than through an empty roof void, means routes have to be planned carefully around existing joists and ceilings, usually following the same route as the new staircase or a service void built in for the purpose. Second-fix work — fitting sockets, switches, light fittings and, where relevant, sanitaryware — happens later, once plastering is complete and dry, but it's the first-fix stage, hidden behind the walls and under the floor of the finished room, that determines whether everything works properly once it's all sealed up and impossible to easily alter.
